Quay Appointments is pleased to announce its partnership with NSW Electoral Commission for the 2021 Local Government Elections.

The partnership creates 720 casual job opportunities working at Sydney Olympic Park Homebush in Data Entry and Clerical positions from July to September 2021.

There are 126 local government councils holding elections on Saturday, 4 September 2021 for the election of councillors. Some councils will also be holding mayoral elections, constitutional referendums and/or polls.

To facilitate Postal Voting, Counting and Results, the NSW Electoral Commission are working with Quay Appointments to provide a range of Staffing Services to ensure the successful conduction of the Election.

Quay Appointments will staff three centres:

  • Postal Vote Centre
    1st Intake 27 July
    2nd Intake 23 August
  • Postal Vote Count and Results Centre
  • Sydney Count Centre

The hours and days of work may vary for each of the Centres and Positions. Refer below for more information.

We are hoping to offer many of our “Elections Team” positions in the 2021 Local Government Elections.  Given the volume of staff required we will recruit more personnel over July and August 2021 to ensure we have plenty of highly skilled and experience staff available to fill all job vacancies.

Location All Centres will be located at Sydney Showground, Olympic Park, 1 Homebush Drive Homebush, a 15-minute walk from the Olympic Park train station or direct buses from Lidcombe and Parramatta stations.

Electoral Roll: You must be an Australian Citizen & registered on the State or National Electoral Roll.

Impartiality:  You will be required to declare you have no active or official connection with any political party, any election campaign committee, or any person who has nominated as a candidate for an election in a district or region.

Recruitment and Selection: We will commence advertising from July on Seek, Linkedin, Facebook, other Social Media platforms and job boards. All new applicants will be required to complete a Group Interview, Skills Testing, Reference Checks & Election Induction & Briefing.

Is set up to manage the check count of councillor ballot papers following election weekend. We are expecting to receive approx. 3 million ballot papers from the Sydney Metropolitan area.  The Count Centre will process results by counting and collating ballot papers ready for preferences to be data entered into a computerised vote counting program.

  • The Sydney Count Centre will open 6 to 18 September 2021.
  • The Centre will operate Monday to Saturday from 8.30am to 5.30pm (as per details above).
Brief Job Descriptions:

Batching Clerk: will be meticulously sorting, counting, and collating ballot papers ready for data entry.

Key Skills: We require a minimum of 6 months clerical/administration experience in a similar role, ability to follow strict guidelines, high level of accuracy, willingness to undertake repetitive work and must be available to work for all hours and all dates (dates listed above).

Data Entry Officer: duties include the meticulous and accurate “numeric” data entry of preferences from ballot papers into the NSWEC computerised vote counting program. Information from each paper will be data entered twice for verification. Officers may be required to reconcile Data Entry Batches upon instruction.

Your speed and accuracy will be monitored during each shift: Should you NOT meet the required standard you may be replaced with one hours’ notice.

Key Skills: Our team will require a minimum numerical data entry speed of 7500ksph with high levels of accuracy, exceptional attention to detail and flexibility to work in an ever-

changing work environment.  You will be a quick learner with a strong team spirit.  Experience in numeric data entry is essential.  Given the short-term nature of the

project we are looking for experienced personnel who are available to work for all hours and all dates (dates listed above).

Hourly Rate of Pay:

Data Entry

  • Mon to Friday: $30.53
  • Saturday: $42.74 for the first 3 hours and $54.95 thereafter

Batching Clerk/Gate Keeper

  • Mon to Friday: $28.86
  • Saturday: $40.41 for the first 3 hours and $51.95 thereafter

It is estimated 500,000 postal vote applications will be processed in this Centre. The role of the centre will be to receipt, sort and data enter postal vote applications into the NSWEC election system and other basic clerical tasks generated as a result of postal applications.  Customer Service personnel will assist with Postal Vote application enquiries and may be required to call out and follow up missing information.

  • The Postal Vote Centre will open 27 July and operate up 17 September 2021.
  • The Centre will operate Monday to Friday from 8.30am to 5.30pm (as per details above)
Brief Job Descriptions:

Enquires Officer: will be resolving incoming elector enquiries via email, escalation calls from the elector enquiry centre, managing rejected applications in EMA, contacting electors via phone, email, and letter to assist with general enquiries & reissuing postal vote packs.

Key Skills: previous elections experience desirable, call centre or customer service experience, keyboard skills, good attention to detail and ability to problem solve.

Data Entry: will be processing postal vote applications by reading details from scanned image loaded on screen and entering into the application screen within the election system.

Key Skills: Alpha/Numeric Data entry speed (7500ksph) and experience, attention to detail & ability to problem solve.

Mail, Extraction & Batching Officer: opening postal vote applications, date stamping, checking for signature and completed declaration, sorting, counting, budling and preparing batch header sheet.

Key Skills: Ability to work meticulously whilst maintaining accuracy through a repetitive process.

The Postal Vote Counting and Results team manages the centralised initial and check counts of all “postal ballot papers” pm Election Night/ The team will process postal ballot papers ONLY for all local government areas. It is expected that up to 500,000 postal votes will be received into the centre.

The counting process consists of both a manual initial count and a subsequent data entry check count.

  • The Postal Vote Centre will open 4 September and operate up 18 September 2021.
  • The Postal Vote Count & Results Centre will operate Monday to Saturday from 8.30am to 5.30pm (as per details above)

Data Entry Officer: duties include the meticulous and accurate “numeric” data entry of preferences from ballot papers into the NSWEC computerised vote counting program. Reconciliation of data entry ballot papers if specifically instructed.

Your speed and accuracy will be monitored during each shift: Should you NOT meet the required standard you may be replaced with one hours’ notice.

Key Skills: Our team will require a minimum numerical data entry speed of 7500ksph with high levels of accuracy, exceptional attention to detail and flexibility to work in an ever-changing work environment.  You will be a quick learner with a strong team spirit.  Experience in numeric data entry is essential.  Given the short-term nature of the

Initial Count Officer: Accurate check count of ballot papers received from the Returning Officers. Accurate sort of ballot papers for data entry or bulk entry. Batching of ballot papers which may require some lifting.

Key Skills: Accuracy, ability to follow strict guidelines whilst maintaining accuracy through a repetitive process.

    Olympic Park train station is on the T7 line and is about a 10-15 walk to Sydney Showground. There are a limited number of direct services. Plan your trip to get to work on time. For the latest travel information visit www.transportnsw.info.

    Sydney Buses operate direct bus services to Sydney Olympic Park from a number of locations including Lidcombe, Strathfield and Parramatta.

  • By ferry
    Sydney Ferries run a daily service between Circular Quay and Parramatta stopping at Sydney Olympic Park Ferry Wharf. To travel to Sydney Showground, you must catch a “connecting bus”. Parking (at your own expense)

Unfortunately, there is strictly no onsite parking.

Sydney Olympic Park has over 10,000 parking spaces site wide. Carparks P1, P5 and P6 are in close proximity to Sydney Showground. Costs: $6 per hour, up to a maximum fee of $30 per day. We recommend you pre-book parking if you plan to visit Sydney Showground on the day of a major event.

A carpool with co-workers may be a good option. Work and travel together!

All work has been assessed on expected quantity of ballot papers however as this quantity is not known until after Election Day we can only estimate at this time therefore the proposed end dates may change.
